JNU, IIM, Harvard to evaluate its Skill Development Programmes

The Indian government has recently asked both national and international universities to review its ambitious skill development programmes.

According to reports, this notice from the government came in after these institutes faced questions over their effectiveness.
Here's the list of universities that have been asked to carry out review scheme:

* Harvard Business School

* University of Pennsylvania

* Deakin University of Australia

* Delhi School of Economics

As per reports, the National Skill Certification and Monetary Reward Scheme (NSDC) is the execution agency of the ministry of skill development and entrepreneurship

Further, an HT report said that the ministry has taken this decision in consultation with the Prime Minister's Office.

Moreover, while explaining the need for the government to engage academic institutes for "analytical study," Manish Kumar, the corporation's CEO and managing director in recent HT report said, "We would like to know the number of youths trained so far and whether these schemes have been able to bring any change in their lives and upgrade their living standards."

"We have asked these institutions to do an in-depth research and provide information about the results and effects of skill development plans. With this we will get to know the gaps that can be bridged," Kumar added.

Meanwhile, Prime Minister Narendra Modi launched the scheme in July 2015 with a target to train 2.4 million youth in India.

Later on, when the reports came in only 5 per cent were got placed.

Guru Gobind Singh Indraprastha University (GGSIPU) CET 2009

Guru Gobind Singh Indraprastha University (GGSIPU),has announced the schedule of its Common Entrance Tests (CETs) for the academic session 2009-10.

The University will be holding 26 CETs for making admissions to almost 50 academic programmes like BBA, BCA, Master of Mass Media, B.A. LLB (Hons.), B. Ed., MBA, B. Tech., B. Pharma, MA (English & Communication Studies), MBBS, LLM, MCA, M. Sc. (Environment Management) and BJMC, to mention prominent ones, under four different categories - Professional programmes, Engineering programmes, MBBS programme and PG Medical programmes.

The CETs will be conducted for admitting about 14,000 students in various courses, offered by the University at its 10 University Schools of Studies and over 90 affiliated colleges.

The first entrance test will be for PG Medical courses on May 19, 2009 and the last CET will be the Stage-II exam of MBBS on June 21, 2009.

The CETs for most of the courses will be of two-and-a-half hours duration and will be held in two time slots i.e. 10.30 am to 1 pm and 2.00 pm to 4.30 pm, except for MBBS and PG Medical courses which will be of three hour duration.

The new programmes included by the University for CET-2009 are: M. Sc. (Biodiversity & Conservation), Master of Education, Bachelor of Prosthetics & Orthotics, B. Tech. (Tool Engineering) and B. Tech. (Environmental Engineering).

GGSIPU is planning to conduct the CETs for four of its most sought-after courses MBA, MBBS, Bachelor of Technology (B.Tech.) and Master of Computer Applications (MCA), at 10 cities across India in 2009, including Delhi, Bangalore, Chandigarh, Jaipur, Kolkata, Lucknow, Bhopal, Noida, Jalandhar and Nagpur, in comparison to eight cities last year.

For rest of the courses, the entrance exams will be held only in Delhi.

More than 1.61 lakh students had appeared for the various CETs of the University in 2008, which was an increase of 23 percent from the previous year.

Important
1. Candidates to ensure their eligibility for the examination:
The candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere issue of Admission Certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission.
Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.
2. Application Form:
Candidates must apply in the Common Application Form devised by the Commission for its examinations, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such form can be used only once and only for one examination. In case of any difficulty in obtaining Application Forms from the designated HPOs/POs, the candidates should immediately contact the concerned Post Master or UPSC’s “Form Supply Monitoring Cell” over Telephone No. 011-23389366/Fax No. 011-23387310.
Candidates are advised to read carefully the “Instructions for filling up the Application Form” given in Appendix-II of this Notice.
3. Last Date for Receipt of applications:
All applications must reach the “Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069” either by hand or by Post/Speed Post or by Courier, on or before the 5Th January, 2009.
The candidates should note that applications will be received by hand only one at a time at the designated country(s) and not in bulk, till 5 PM only.
However, in respect of candidates residing abroad or in certain remote localities specified in Para 6 of this Notice the last date for receipt of applications by Post/Speed Post only (not by Hand or by Courier) is 12Th January, 2009.
4. Penalty for Wrong Answers (in objective type papers):
Candidates should not that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
5. Facilitation Counter for Guidance of Candidates:

6. Mobile Phones Banned:
(a) Mobiles phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangements for safekeeping cannot be assured.

Plan of Examination:
The Civil Services Examination will consist of two successive stages (vide Appendix I Section-I below).

Civil Services Preliminary Examination (Objective type) for the selection of candidates for the Main Examination; and (ii) Civil Services Main Examination (Written and Interview) for the selection of candidates for the various Services and posts noted above.
Applications are now invited for the Preliminary Examination only. Candidates who are declared by the Commission to have qualified for admission to the Main Examination will have to apply again, in the Detailed Application Form which would be supplied to them. The Main Examination is likely to be held in October/November, 2009.

Eligibility Conditions:
(i) Nationality
(1) For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
(2) For other services, a candidate must be either:-
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service.
A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.
(ii) Age Limits:
(a) A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, 2009, i.e. he/she must have been born not earlier than 2ND August, 1979 and not later than 1st August, 1988.
(b) The upper age limit prescribed above will be relaxable:
(i) upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from the 1st January, 1980 to the 31st day of December, 1989.
(iv) upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
(v) upto a maximum of five years in the case of ex-servicemen including commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2009 and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2009) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service, or (iii) on invalidment.
(vi) Upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years Military Service as on 1st August, 2009 and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three months notice on selection from the date of receipt of offer of appointment.
(vii) upto a maximum of 10 years in the case of blind, deaf-mute and orthopaedically handicapped persons.

How to apply:
(a) The UPSC have developed an Application Form common for all their examinations which will be processed on computerised machines. This Application Form alongwith an Information Brochure containing general instructions for filling up the Form, an Acknowledgement Card and an envelope for sending the application is obtainable from the designated Head Post Offices/Post Offices throughout the country as listed in Appendix-III of Notice against cash payment of Rs. 20/- (Rupees twenty only). Form should be purchased from the designated Post Offices only and not from any other agency. This Form can be used only once and for only one examination. Candidates must use the Form supplied with the Information Brochure only and they should in no case use photocopy/reproduction/unauthorisedly printed copy of the Form. Since this Form is electronically scannable, due care should be taken to fill up the Application Form, correctly. While filling up the Application Form, please refer to detailed instructions given in Appendix-II of this Notice. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number (8-digit) and the name of examination. The applicants are required to affix the postage stamp of Rs. 6/- on the Acknowledgement Cards and send the same along with Application Form to UPSC. If an applicants fails to affix the postage stamp of requisite amount his/her Acknowledgement Card will not be dispatched and Commission will not be responsible for non-receipt of Acknowledgement Card by the applicant. The duly filled in Application Form and the Acknowledgement Card should then be mailed in the special envelope supplied with the Information Brochure. The candidates should also write the name of examination viz. “Civil Service (Preliminary) Examination, 2009” on the envelope before dispatching it to “Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069”.
(b) All candidates, whether already in Government Service, Government owned industrial undertaking or other similar organizations or in private employment should submit their applications direct to the Commission. If any candidate forwards his/her application through his/her employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered.
Persons already in Government Service, whether in a permanent or temporary capacity or as workcharged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Office/ Department that they have applied for the Examination.
Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their application will be liable to be rejected/candidature will be liable to be cancelled.

Last date for receipt of applications:
(i) The completed Application Form must reach the Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069 on or before 5th January, 2009.
(ii) In respect of applications received only by post (by post/speed post) from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep or abroad, the last date for receipt of applications is 12th January, 2009 till 5 P.M. only. The benefit of extended time will be available only in respect of applications received by post/speed post from the above mentioned areas/regions. Appendix-I
Section-I
Plan of Examination
The competitive examination comprises two successive stages:
(i) Civil Service (Preliminary) Examinations (Objective Type) for the selection of candidates for Main Examination; and
(ii) Civil Services (Main) Examination (Written and Interview) for the selection of candidates for the various services and posts.
2. The Preliminary Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 450 marks in the subjects set out in sub-section (A) of Section-II. This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit. The number of candidates to be admitted to the Main Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year in the various Services and Posts. Only those candidates who are declared by the Commission to have qualified in the Preliminary Examination in a year will be eligible for admission to the Main Examination of that year provided they are otherwise eligible for admission to the Main Examination.
3. The Main Examination will consist of a written examination and an Interview Test. The written examination will consist of 9 papers of conventional essay type in the subjects set out in sub-section (B) of Section-II. Also see Note (ii) under para I of Section-II (B).
4. Candidates who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, shall be summoned by them for an interview/for a Personality Test vide sub-section ‘C’ of Section-II. However, the papers on Indian Languages and English will be of qualifying nature. Also see Note (ii) under para 1 of Section-II (B). The marks obtained in these papers will not be counted for ranking. The number of candidates to be summoned for interview will be about twice the number of vacancies to be filled. The interview will carry 300 marks (with no minimum qualifying marks)
Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine their final ranking. Candidates will be allotted to the various Services keeping in view their ranks in the examination and the preferences expressed by them for the various Services and Posts.

Certificate Course in Geriatric Care 2008 – 2009

The Certificate Courses at present are being run at New Delhi, and regional centres at Agartala, Bhubaneswar, Kolkata, Bangalore, Cochin, Pune and Coimbatore.


Eligibility: a). Age limit: He/she should have completed the age of 18 years on October 1, 2008 and should not be more than 45 years as on October 1, 2008..

SMS services launched by IGNOU

The Indira Gandhi National Open University (IGNOU), on Tuesday, launched SMS services for its 1.85 million students across the country as well as for the University staff.

The SMS services will be used for disseminating study material, conducting limited objective tests on mobile phones and sending alerts to students from time to time about various developments at the varsity.

The varsity is also planning to declare the results of its term-end examinations through SMS. "It wants to harness the power of SMS to support students in their endeavours as well as to solve their problems which are time consuming through other existing modes", an IGNOU official said.

Future SMS services by the varsity will enable students to check their marks and information in their profile on demand, updating their profiles through SMS etc.

"This service would work for both GSM and CDMA mobile phones. The next phase is to enable students get their materials and results on their mobiles", said Prof. P.V. Suresh, School of Computer Science.

NCERT Mid Term National Survey about childrens education in India

The impact of mother's education on children is bigger than their father's education.

This was revealed in a recent survey conducted by the National Council for Educational Research and Training (NCERT) to judge the learning achievements of Class Five students

84,322 students, 14,810 teachers from 6,828 schools across 266 districts in the country were covered in the survey which included 33 States and Union Territories.

The NCERT's Mid Term National Survey said that the learning capability of children increased by 7 to 11 percent as the level of their father's education level increased from illiterate to graduation. It increased by 9 to 13 percent as their mother's education level increased from illiterate to graduation and higher furthermore.

The survey also said that supplementary reading material like newspapers contribute significantly in increasing the learning abilities of students. It increases the learning ability by eight percent.

Language plays a key role in the childrens learning abilities. Children scored three percent better if the language used at home and school was the same.

Participation of community also had a positive effect, the survey report stated, which found that the mean achievement of indian schools increased by two percent wherever the community participated in school activities.

The survey tested the learning achievement of all essential competencies and concepts taught in major curricular areas at Class Five level in Mathematics, Environmental Studies (EVS) and Languages.

It concluded that schools that enjoyed better infrastructure and facilities like televisions, computers, higher number of teachers, community participation and monitoring of school etc, altogether contributed 10 percent more in EVS, 8.4 percent better in Mathematics and 19.6 percent better in Languages

Merit-cum-Means Scholarship Scheme for Minority Communities Students

Objective:

The objective of the Scheme is to provide financial assistance to the poor and meritorious students belonging to minority communities to enable them to pursue professional and technical courses.

Scope:

These scholarships are available for studies in India only and will be awarded through an Agency designated by the State Government/UT Administration for this purpose.


Number of scholarship:

Every year 20000 scholarships will be distributed among the students of minority communities throughout the country. Based on the state-wise population of these communities



Conditions for Scholarship:

i) Financial assistance will be given to pursue degree and/or post graduate level technical and professional courses from a recognized institution. Maintenance allowance will be credited to the student’s account. The course fee will be paid by the State Department directly to the institute concerned.

ii) Students who get admission to a college to pursue technical/professional courses, on the basis of a competitive examination will be eligible for the scholarship.

iii) Students who get admission in technical/professional courses without facing any competitive examination will also be eligible for scholarship. However, such students should have not less than 50% marks at higher secondary/graduation level. Selection of these students will be done strictly on merit basis.

iv) Continuation of the scholarship in subsequent years will depend on successful completion of the course during the preceding year.

v) A scholarship holder under this scheme will not avail any other scholarship/stipend for pursuing the course.


vi) The annual income of the beneficiary/parent or guardian of beneficiary should not exceed Rs.2.50 lakh from all sources.

vii) The state department will advertise the scheme every year latest by 31st March and receive the application through the concerned institutions.

viii) After scrutinizing the applications, the state department will prepare a consolidated budget for all eligible students and send an application in the prescribed pro-forma for release of fund from the Ministry of Minority Affairs for distribution of scholarship giving the details of each students viz. name, permanent address, telephone number, annual course fee, name & address of institute, whether hostler or day-scholar, etc.

ix) The application for release of fund from the state department must be received in the Ministry by 30th of September every year.

x) The state department will maintain separate bank account and records relating to the funds received from the Ministry and they will be subjected to inspection by the officers of the Ministry or any other agency designated by the Ministry.

xi) The fund for distribution of scholarship in subsequent year will be released after receiving the utilization certificate for the previous year. Annual inspection by the officers of the Ministry or any other agencies designated by the Ministry will also be carried out.

xii) 30% scholarship will be reserved for girls of each minority community in a state which is transferable to male student of that community in case of non-availability of female candidate in that community in the concerned state.

xiii) If the target for distribution of scholarship to a particular minority community in a state/UT is not fulfilled, it will be distributed among the same minority community of other States/UTs strictly in accordance with the merit.

xiv) A student residing in a particular State/UT will be entitled for scholarship under the quota of that State/UT only irrespective of his place of study.

xv) The number of scholarship has been fixed state-wise on the basis of minority population of the states/UTs. Within the state-wise allocations, the applications from reputed institutions will be exhausted first. The list of such institutions will be made available by the Ministry of Minority Affairs.

xvi) The scheme will be evaluated at regular intervals and the cost of the evaluation will be borne by the Ministry of Minority Affairs under the provision of the scheme. An additional provision of 3% of the total budget will be made to meet the administrative and allied costs viz. expenditure on monitoring of the scheme, impact study, evaluation study, purchase of office equipments, engaging of contract employees, if necessary and other expenditure to run the cell etc. This will be shared between the Ministry of Minority Affairs, Government of India and the State Governments/UT Administration.

Payment:

i) Maintenance allowance is payable from 1st April or from the month of admission, whichever is later, to the month in which the examinations are completed, (including maintenance allowance during holidays) maximum twice a year, provided that if the scholar secures admission after the 20th day of a month, the amount will be paid from the month following the month of admission.


ii) In case of renewal of scholarships awarded in the previous years, maintenance allowance will be paid from the month following the month upto which scholarship was paid in the previous year, if the course of study is continuous.


iii) The Government of the State/Union Territory Administration, to which they belong, in accordance with the procedure laid down by them in this regard, will pay the scholarship money to the selected students.


iv) Scholarship will not be paid for the period of internship/housemanship in the M.B.B.S. course or for a practical training in other course if the student is in receipt of some remuneration during the internship period or some allowance/stipend during the practical training in other course.

Other Conditions for the Award:


i) The scholarship is dependent on the satisfactory progress and conduct of the scholar. If it is reported by the Head of the Institution at any time that a scholar has by reasons of his/her own act of default failed to make satisfactory progress or has been guilty of misconduct such as resorting to or participating in strikes, irregularity in attendance without the permission of the authorities concerned etc., the authority sanctioning the scholarship may either cancel the scholarship or stop or withhold further payment for such period as it may think fit.

ii) If a student is found to have obtained a scholarship by false statement, his/her scholarship will be cancelled forthwith and the amount of the scholarship paid will be recovered, at the discretion of the concerned State Government. The student concerned will be blacklisted and debarred for scholarship in any scheme forever.

iii) A scholarship awarded may be cancelled if the scholar changes the subject of the course of study for which the scholarship was originally awarded or changes the Institution of study, without prior approval of the State Government. The Head of the Institution shall report such cases to them and stop payment of the scholarship money. The amount already paid may also be recovered at the discretion of the State Government.

iv) A scholar is liable to refund the scholarship amount at the discretion of the State Government, if during the course of the year, the studies for which the scholarship has been awarded, is discontinued by him/her.

v) The regulations can be changed at anytime at the discretion of the Government of India.


Procedure for Applying

i) An application for scholarship should comprise:

a) One copy of the application for scholarship in the prescribed form (separate application forms prescribed for ‘fresh’ and renewal of scholarship by the concerned States/UTs).

b) One copy of the passport size photograph with signatures of the student thereon (for fresh scholarship).

c) One attested copy of certificates, diploma, degree etc. in respect of all examinations passed.

d) An income declaration by the self-employed parents/guardians, stating definite income from all sources by way of an affidavit on non-judicial stamp paper. Employed parents/guardians are required to obtain income certificate from their employer and for any additional income from other sources, they would furnish declaration by way of an affidavit on non-judicial stamp paper.

e) Proof of permanent residence.

f) A receipt in acknowledgement of the scholarship in the previous year on the form attached to the application duly counter-signed by the Head of the Institution concerned, if the application was in receipt of a scholarship under this scheme in the preceding year.

g) The State department should satisfy itself that the student belongs to a particular minority community.

ii) Application complete in all respects shall be submitted to the Head of the Institution, being attended or last attended by the candidates and shall be addressed to an officer specified for this purpose by the Government of State/ Union Territory to which the student belongs, in accordance with the instructions issued by them from time to time.

Funding Pattern of the Scheme:

The Scheme will be implemented by the State Governments and Union Territory Administrations, which receive 100% central assistance from Government of India for the total expenditure under the scheme.

Duration : of each of the above three Courses is one year – Two Semesters, each of about 16 weeks duration.

Eligibility:(i) Employed professionals with minimum Graduate Degree in any discipline (including Engg and Management) from a recognised university/Institute with at least 50% marks.

(ii) Self employed Graduates of any discipline (with minimum 50% marks and aged 30 years and above may also be considered for admission

(iii) Employment is an essential criteria for admission. Employed candidates will be considered only if their applications are forwarded by their Employers.

Note: A. Those having Post-graduate qualification or additional degree with more than 50% will be considered even if such candidates secure less than 50% in the first degree.

B. In case of Sponsored candidates and those working in financial sector (like Banks, Mutual funds, insurance companies) the restriction of acquiring 50% in Graduation is waived.

Mode of selection: Admission to these Courses will be based on academic qualification and experience computed as per the weightage

Weightage for Experience: 4 marks for every completed year, subject to a maximum of 20 marks

For the purpose of computing weightage, Bachelor degree in Engineering will be treated at par with Post graduates

Study Material:Every student admitted to a Course is provided with study material for each Subject. In addition a list of reference books may also be suggested.

Contact Classess:Students will be provided with opportunity of contact classes on the dates notified for the subjects offered during that Semester. For this purpose students have to register their names in advance Outstation students have to make their own arrangements for their stay and travel.

Maximum Period for Completion of Course:A student who is admitted to a distance course should pass all subjects and obtain Diploma within a period of three years, counting from the year of his enrolment, after which his admission gets automatically lapsed.

National Human Rights Commission Winter Internship Programmes

With a view to spread awareness on human rights issues among University students, the Commission has been conducting "Summer and Winter Internship Programmes". The Internship Programme, which has commenced from the year 1998, is an annual feature held during the vacations of the Universities.

This year the "Winter Internship Programme (WIP) 2008" is scheduled from 17 December 2008 to 15 January 2009 (30 days). The essential qualifications are: -

Students of the 4th and 5th year pursuing 5 Years Integrated Law course.
Students of the 3rd year pursuing 3 years L.L.B. course.
Students pursuing Post-Graduation in Human Rights, Political Science, Sociology, Criminology, Social Work, Anthropology, Economics, History and subjects covered under Social Science of final year.
Students of Post-Graduate Diploma (regular course) in Human Rights of recognized University is also eligible.
Girl candidates are encouraged to apply.

PROGRAMME SCHEDULE FOR WIP 2008

The medium will be in English. The selected Interns would get the opportunity to work in different areas of Human Rights issues, including participation in the review of Programmes of the ongoing projects in the Commission. They will also get an opportunity to have interaction with legal experts, representatives of reputed NGOs as well as other National Commissions situated in Delhi. They will be required to study and scrutinise complaints, draft orders, present findings to the Commission, compile and analyze statistical data on human rights etc. The interns will be required to prepare reports on the topic of study assigned to them during the internship. There will be field visits and project work during the weekends.

STIPEND

The selected interns from outside Delhi would be allowed claim restricted to ordinary second-class train fare to New Delhi and back to their place of study through the shortest route. They may also avail the Railway Student Concession benefits. For outside interns they would also be paid an amount of Rs.5000/- (Rupees five thousand only) as stipend. Students from Delhi and National Capital Region (NCR) will be entitled for Rs.2500/- (Two thousand five hundred) as stipend.

The selected Interns will have to make their own arrangements for accommodation and transport at Delhi. Those who need accommodation may kindly contact the Resident Commissioner (RC) of their respective States/UTs Bhavan in Delhi through the University to the State Government which in turn will issue orders to the Resident Commissioners.

ELIGIBILITY FOR WINTER INTERNSHIP PROGRAMME - 2008
Students, who are studying in the 4th & 5th year of the 5-year Integrated Law Course, shall only be considered.
In case of the 3-year LL.B. Course, those students who are currently in the final year of the course shall be given preference.

A group of more than 20 educational institutions, non-governmental organisations (NGOs) and governments has come together to form the Indian Consortium for Educational Transformation (I-CONSENT). COL helped to form I-CONSENT, which is working to increase access to quality education through eLearning.

"Technology will help us level the playing field for all learners," said Professor Ram Takwale, a former Vice Chancellor of India's Indira Gandhi National Open University and Honorary COL Fellow, who is the head of I-CONSENT. Eligibility: For Ph.D.:

1. A Master’s degree in the discipline securing not less than 55% of marks in the aggregate or MBBS/Ayurvedic Graduation/BE/B.Tech./B.Sc. Engineering. They have to work on full time basis for a minimum period of THREE years. Two years in case of having M.Phil/DM in Neurology/M.Ch in Neurosurgery/ MD/MS/DNB from a recognized University or from any other University recognized as equivalent thereto by NIMHANS.

Two Years full time MA/M.Sc. degree in Psychology or two-year M.Phil. degree in Clinical Psychology (NIMHANS) in case of Mental Health & Social Psychology.

2. Candidates with master's degree obtained through research and awarded on the basis of the evaluation of the thesis (from a University recognized by NIMHANS which do not award marks at the master's level) are also eligible to apply for Ph.D. programme.

MD in Psychiatry: (a) MBBS: The duration of the course will be for a period of three years. (b) Diploma in Psychiatry (DPM): The duration of the course will be for a period of two years.

Diploma in Psychiatry (DPM): MBBS. The duration of the course will be for a period of two years.

M.Phil. in Mental Health & Social Psychology: Two years full time MA/M.Sc. degree in Psychology.

M.Phil. in Psychiatric Social Work: Master’s Degree in Social Work.

M.Phil. in Neurophysiology: Master’s Degree in Life Sciences/ MBBS degree.

M.Phil. in Neurosciences: Master's degree in Physical/Life/Behavioural Sciences or BE/B.Tech or MBBS.

M.Phil. in Biophysics: M.Sc. in Physical/Life Science/MBBS/BE Degree.

M.Sc. in Psychiatric Nursing Course: (a) The course is open to those who are registered Nurses with B.Sc/B.Sc(Hons) in Nursing. (b) Should have a minimum of two years of experience after obtaining B.Sc/B.Sc.(Hons) in Nursing degree in Hospital, Nursing Education, Institution or Community Health setting.

Diploma in Psychiatric Nursing (DPN) AND Diploma in Neurological & Neurosurgical Nursing (DNN): Should possess ‘A’ Grade Certificate in General Nursing, recognized by Indian Nursing Council should be registered nurse in the State Nursing Council with two years experience.

Common for all Courses:

The qualifying degrees for all the above mentioned courses should be from a recognized University. For Medical qualification the degree should be recognized by the Medical Council of India.

The Candidates should have obtained not less than 55% of Marks in the aggregate of the Master's degree for non-medical courses.

A relaxation of 5% on the aggregate of marks obtained will be given for non-medical and Ph.D. courses in respect of SC/ST candidates.

AGE LIMIT: For MD & DPM Courses the age should not be more than 32 years and, relaxable in case of SC/ST Candidates by a maximum of 5 years as on 2.5.2009.

For sponsored candidates age should not be more than 40 years as on 2.5.2009.


Application procedure: Application forms and Prospectus can be downloaded from our website and can also be obtained from the Director, NIMHANS, Hosur Road, Bangalore – 560 029 on request by mentioning the course and enclosing a Demand Draft towards application fee drawn in favour of the Director, NIMHANS, Bangalore – 560 029 along with a self addressed envelope (25 cm X 18 cm) affixing stamp worth Rs.20/-

Application fee:

Medical Courses: Rs.1000/- per course and (Rs.750/- in case of SC/ST candidates) (non-refundable).

Non-Medical Courses: Rs.700/- per course and (Rs.500/- in case of SC/ST candidates) (non-refundable).

Candidates may apply for more than one course provided they are eligible.

Candidates can apply in the same application form for MD and Diploma in Psychiatry courses.

Candidates applying for Non Medical courses should apply on separate application for each course.

In case of Candidates applying for both Medical and Non Medical courses, (provided they are eligible) should apply in separate application forms.

Foreign Nationals are required to submit their applications through the Diplomatic Channel (through the Ministry of External Affairs). They shall also appear for the Common Entrance Test along with the other candidates.

Sponsored candidates should submit their application through proper channel and they should also appear for the Common Entrance Test. The candidates should produce the sponsorship certificate in the prescribed format.

Duly filled in application should be sent to the Director, NIMHANS, Hosur Road, Bangalore – 560 029 along with the requisite Demand Draft drawn in favour of Director, NIMHANS by superscribing the name of the course applied for on the Envelope without fail.

Applications downloaded from the website should be accompanied by a Demand Draft towards Application fee.
